We are facing power shortage and power cuts in those days, and all factories (including fabrics, embroideries, accessories, sewing and pressing factories) are influenced, and some of them are closed for 3 days/week, and some of them are closed for 2 days/week, see some reports:

The main reason is that, it is extremely busy this year, due to most factories in other countries are impacted by COVID-19, meanwhile, China is trying to reduce the carbon emissions for environmental protection.
